FEDERALISM IN THE PHILIPPINES

IS FEDERALISM THE ANSWER ?        According to Wikipedia, the Philippines is a unitary state with some powers devolved to Local Government Units (LGUs) under the terms of the Local Government Code. There  is also one autonomous region, which is the Autonomous Region in Muslim Mindanao. Over years various modification have been proposed to the constitution of the Philippines, including possible transition to a federal system as part of shit to a parliamentary system .
